In July 1867 an outbreak of yellow fever occurred in the city of New Orleans. By August, it had spread to the New Orleans contingent of U.S. troops occupying Louisiana. While the New Orleans Board of Health tended to civilians, the Chief Surgeon at New Orleans was authorized to employ nurses to tend to stricken U.S. soldiers.
